About this page
GORCC's new Coastal Management Plan will guide the sustainable management of the GORCC coast over the next five years and beyond.
What is the Coastal Management Plan?
The Coastal Management Plan will guide the sustainable management of the GORCC Coast over the next 5 years and beyond by:
- Identifying what we all value most about the GORCC Coast – environmentally, socially and economically.
- Forming a long term, shared vision for the GORCC Coast.
- Determining the specific actions required to achieve that vision.
- Prioritising those actions and establishing a timeline for their implementation.
What will the Coastal Management Plan cover?
- The 37 kilometres of coast managed by GORCC along the heritage-listed Great Ocean Road. Click here for more information about our areas of management.
- Every area of coastal management that GORCC has a role in or influence ranging from access and infrastructure to natural environment and caravan parks plus everything in-between. Click here for more information about our role.
How will the Coastal Management Plan be developed?
GORCC’s Coastal Management Plan will be developed through a comprehensive and collaborative process which will include:
- Extensive consultation with key stakeholders and the wider community.
- Assessment of a wide range of issues relevant to GORCC and the coast it manages.
- Consideration of other relevant previous studies, reports and planning initiatives.
- Balancing of social, environmental and economical issues.
- Use of a formal assessment tool to evaluate all potential actions (i.e. possible projects) against a set of criteria to ensure the best outcomes for the coast and the community.
What is the Coastal Management Plan limited by?
- The Plan must be consistent with a wide range of legislation, policies and plans, such as the Victorian Coastal Strategy (2008), Coastal Action Plans and Victorian Environment Assessment Council recommendations.
- The Plan will be limited to coastal management issues. The Plan can only address those issues that GORCC has a role in or influence over.
- The Plan can only address the geographical areas GORCC manages.
- The Plan must balance social, environmental and economical issues, to ensure that the coast and all users benefit from the Plan.
- The Plan must be realistic about what can be achieved with available resources.
- The final Plan must be approved by the Minister for Environment and Climate Change, as per the requirements of the Coastal Management Act 1995.

The Coastal Management Plan will be developed via an open and collaborative process that involves stakeholders and the wider community. There will be several ways to have input, including completing an online or postal survey or attending one of the workshops we will hold along the coast. For more information about how to get involved, click here.
A Community Reference Group has also been established. Members include a wide range of coastal users with varying connections to the coast, and comprises both representatives from key community groups and the general public.
